Amazon UK have the Region 2 DVD available for pre-order. It will retail at £19.99 when it is released on December 26th 2007, but is available for £14.99 just now.

For that price it would seem that The Ruby In The Smoke and Shadow In The North will be included, but there are no further details. The Region 1 DVD had a lot cut from the original BBC broadcast. I assume that the Region 2 will be the complete programme.
